Abstract :
Riset ini bertujuan untuk mengungkap skema pendisiplinan kekuasaan. Ia mengacu pada tragedi 11 September 2011 yang mengoyahkan jati diri Barat yakni AS. Penyerangan oleh entitas tidak dikenal ke gedung WTC dan Pentagon adalah simbol pendistorsian kekuasaan yang dimiliki oleh AS selama ini. Kejadian tersebut kemudian direspon dengan kebijakan GWOT yang merupakan proses regenerasi diri melalui interaksi kompleks antarwacana pengetahuan dan kuasa dalam kerangka mutualisme, yang kemudian membentuk rezim kebenaran. Pembentukan rezim kebenaran GWOT menciptakan realitas atau kenyataan dalam pemaknaan teror, sehingga terjadi pendisiplinan yang ditandai dengan restrukrisasi prosedur di bandara, karakter atau ciri-ciri teroris, serta perumusan program kontra terorisme di seluruh dunia, yang dapat dimaknai sebagai strategi inersia AS. Salah satu kawasan yang dijadikan sebagai garis terdepan dalam promosi GWOT adalah kawasan Asia Tenggara, yang secara langsung menunjukkan terjadinya loyalitas dan kepatuhan. Penelitian ini menemukan bahwa AS mendisiplinkan dan menginternalisasi wacana GWOT melalui baik melawan jahat, anti Amerika, dan terorisme Islam yang kemudian dilanggengkan dengan sensoritas institusi untuk menciptakan kepatuhan populasi Asia Tenggara, serta ini justru memicu efek diskurus manifestasi ancaman dalam struktur keteraturan GWOT. Kajian ini menggunakan pendekatan governmentality yang diakses dengan metode penelitian genealogi yang dicetuskan oleh Michel Foucault. Kata Kunci: GWOT; rezim kebenaran; kekuasaan governmentality. / This research aims to uncover the disciplining schemes of power. It refers to the tragedy of 11 September 2011 that shattered the Western identity of the US. The attacks by unknown entities on the WTC and Pentagon are symbols of the distortion of power that the US has had all along. The incident was then responded with the GWOT policy, which is a process of self-regeneration through complex interactions between discourses of knowledge and power within a framework of mutualism, which then forms a regime of truth. The formation of the GWOT truth regime creates a reality in the meaning of terror, resulting in a disciplining process marked by the restructuring of procedures at airports, the character or characteristics of terrorists, and the formulation of counter-terrorism programmes around the world, which can be interpreted as a US inertia strategy. One of the regions used as the forefront in the promotion of GWOT is Southeast Asia, which directly shows the occurrence of loyalty and compliance. This study finds that the US disciplines and internalises the discourse of GWOT through good versus evil, anti-Americanism, and Islamic terrorism, which is then perpetuated by institutional censorship to create compliance of the Southeast Asian population, and this actually triggers the discursive effect of threat manifestation in the structure of GWOT order. This study uses a governmentality approach accessed by the genealogy research method coined by Michel Foucault.. Keywords: GWOT; regime of truth; governmentality power
