Abstract :
Penelitiaan ini memuat evaluasi terkait implementasi pelatihan bagi Tenaga
Fasilitator Lapangan Program Sanitasi Berbasis Masyarakat (Sanimas), yaitu yang
dilaksanakan oleh Kementerian Pekerjaan Umum Perumahan Rakyat dengan
dukungan Islamic Development Bank. Program ini bertujuan untuk pencapaian
jangkauan masyarakat terhadap layanan sanitasi layak. Untuk menjalankan
programnya Sanimas IsDB maka Kementerian PUPR melalui Satuan Kerja
Infrastruktur Berbasis Masyarakat merekrut Tenaga Fasilitator Lapangan sebagai
personil-personil yang mendampingi masyarakat dalam pelaksanaan program.
Program Sanimas IsDB. Dalam melaksanakan tugas pendampingan Tenaga
Fasilitator Lapangan harus memiliki ketrampilan dan pengetahuan dalam
melaksanakan tahapan program. Pelatihan sebagai bagian dari peningkatan
kapasitas memiliki peran yang penting untuk membekali TFL sebelum
melaksankan tugasnya. Penelitian ini adalah penelitian kualitatif dengan
menggunakan pendekatan Root Case Analysis. Observasi dilakukan di 3 (tiga)
provinsi dan 5 (lima) kabupaten/kota. Data diperoleh menggunakakan tehnik
purposive sampling dangan melakukan observasi lokasi IPAL, wawancara
mendalam (Indepth Interview) dengan pelaku program di tingkat pusat, provinsi
kota/kabupaten, kelurahan serta Focus Group Discussion dengan TFL.
Hasil penelitian menunjukan bahwa pelatihan sebagai bagian dari
peningkatan kapasitas bagi TFL, dilaksanakan dengan baik jika dilihat dari sisi
administrasi saja namun demikian pelatihan bagi TFL pada program Sanimas IsDB
belum dilakukan seacara optimal. Tahapan dalam manajemen pelatihan, seperti
Training Need Analysis, perencanaan pelatihan, penyusunan bahan pelatihan,
pelaksanaan pelatihan, dan evaluasi pelatihan tidak dilakukan dengan benar.
Dampak yang terjadi adalah ketidakmaksimalan kinerja TFL dalam pencapaian Key
Performance Indicator yang telah ditetapkan oleh program.

training for Field Facilitators of the Community-Based Sanitation Program
(Sanimas), which was carried out by the Ministry of Public Works, Public Housing
with the support of the Islamic Development Bank. This program aims to achieve
community outreach to proper sanitation services. To run the Sanimas IsDB
program, the Ministry of PUPR through the Community-Based Infrastructure Work
Unit recruited Field Facilitators as personnel who assist the community in program
implementation. In carrying out the task of assisting Field Facilitators, they must
have the skills and knowledge in carrying out the stages of the program. Training
as part of capacity building has an important role to equip TFL before carrying out
their duties. This research is a qualitative research using a Root Case Analysis
approach. Observations were made in three (3) provinces and five (5)
districts/cities. The data was obtained using purposive sampling technique by
observing the location of WWTPs, in-depth interviews with program actors at the
central, provincial, city/district, kelurahan levels and Focus Group Discussions
with TFL.
The results showed that the training as part of capacity building for TFLs was
carried out well when viewed from an administrative point of view, however,
training for TFLs in the IsDB Sanimas program had not been carried out optimally.
The stages in training management, such as Training Need Analysis, training
planning, preparation of training materials, training implementation, and training
evaluation were not carried out properly. The impact that occurs is that TFL's
performance is not maximized in achieving the Key Performance Indicators set by
the program.
