Abstract :
The challenges facing ASEAN in addressing Abu Sayyaf terrorist groups in the Sulawesi Sea and Sulu Sea are the threats of terrorism such as piracy, bombing and kidnapping, causing unstable and unsafe area stability. To address the issue of terrorism in the Sulawesi Sea and Sulu Sea, faced with the challenges of the great ASEAN countries as it involves non-traditional security. These challenges relate to ineffective coordination and communication at the inter-state level as well as within ASEAN Member States that do not yet have the same view of terrorism. This is because the views of ASEAN member countries on terrorism are still based on their respective national interests. So the purpose of this research is to explain the challenges of ASEAN in addressing the threat of terrorism in the Sulawesi Sea and the Sulu Sea and on the ways ASEAN tackles these security challenges. With the approach of qualitative research method is research that aims to gain a deep understanding of human and social problems. So from the results of this study can be concluded that the existence of Abu Sayyaf terrorism group has become a major threat to the Southeast Asian region because the action of theoretical group is very disturbing the stability of the ASEAN region. Therefore ASEAN should address the terrorism challenge of Abu Sayyaf group more seriously in Southeast Asia by implementing strategic policies to avoid continuous casualties among ASEAN countries, especially in both Indonesia and Philippines. Then the ASEAN countries need to unite the perception to be more serious about addressing this issue and also to coordinate intensively sustainabel among ASEAN member countries.
