Abstract :
This research describes and explains the cooperation of Mekong river utilizations through the Mekong River Commission (MRC). MRC is the intergovernmental organization which is established by Cambodia, Laos, Thailand, and Vietnam for joint management of water resources and sustainable development of the Mekong River Basin. The upper states of the Mekong River Basin, China and Myanmar are the MRC's Dialogue Partners. This research used the qualitative method with a case study, and Pisupati Environmental Diplomacy concept to describe and analyze MRC. Using qualitative methods with case studies to understand phenomena in depth, explore and elaborate. Environmental Diplomacy has four principles: Precautionary Principle, Principle of Common but Differentiated Response (CBDR), Principle of Global Commons, and Principles based on Justice. The results show that MRC is irrelevant to the country surrounding the Mekong River. Pisupati must develop principles and add conflict principles such as the concept of environmental diplomacy according to Ali that uses distribution conflict.
