Abstract :
This research purposed to know the influence of the leadership towards
the
working achievement of civil servants in Bureau of Finance in North
Sumatra
Provincial Government Secretariat and the factors which caused them.
By using
associative research, from 160 population 40 (25%) respondents are
taken as
samples and answered the questionnaires. Analysis technique used the quantitative
approach, by using correlation of product moment and determinant coefficient.
The result of this research is there is a significant influence in the
medium
category between the leadership and working achievement of civil servants in the
North Sumatra Provincial Government Secretariat. The leadership in the North
Sumatra Provincial Government Secretariat, in the pattern sample, human relation,
task authority, support, care, award and punishment, monitoring attitude, transparency, and organizational advance commitment are generally well. Working
achievement from the aspects of discipline, Task and function understanding, the
working speed, accuracy, ability, motivation, human resources development, loyalty, responsibility, honesty, cooperation, and initiative are in the well category, The factors which influence the quality of working achievement in the North
Sumatra Provincial Government Secretariat are: Discipline, Productivity, responsibility, initiative and cooperation which should be improved. The quality of
human resources (lack of motivation), lack of facilities, no objective standard of
working achievement of Civil servant performance evaluation, no certain
compensation (reward and punishment) towards their working achievement.
