Abstract :
This research is motivated by bureaucratic reform in the field of human resource strengthening systems. Human resource management capacity development is very much needed in an organization in employee recruitment. This study aims to analyze the development of human resource management capacity in the recruitment of Jasa Tirta II Public Company, analyze the determination of the field of competence and analyze the distribution of employees. This research method is a qualitative method, namely by conducting studies and studies of every data, information and facts in the field. Data collection techniques in the form of observation, in-depth interviews and literature studies. This study applies purposive sampling and data analysis techniques. The development of human resource capacity in the recruitment of Jasa Tirta II Public Company is based on the Ministry of SOEs and employee unions to achieve human resource management capacity development in the company's long- term recruitment plan. Development Needs based on analysis Determination of the field of competence and human resources based on training and education provided by Jasa Tirta II Public Company and the distribution of its employees.
