Abstract :
ABSTRACT The tribal community of the inner child (SAD) is a minority group that occupies an inland area and is far from the general population, where society currently has limitations both social welfare and economic litations. This causes the quality of SAD community to be very low and must be improved through empowerment effort. This emporwement effort is the responsibility of the village government because currently the average village community already hs population administration as a part of the community. The purpose of this research was to knowed the village government efforts in empowering village communities in Tnggalung Hamlet, as well as the impact of the empowerment carried out by the village government on the lives of the village community and Tenggalung Hamlet, Pinang Tinggi village, Bahar Utara District. This type if research is descriptive qualitative with the data collected are primary and secondary data. Collecting data used the method of interview, observation and documentation. Data analysis was carried out descriptive. The result of this research was to the village government efforts in empowering village communities in Tnggalung Hamlet has not been carried out optimally, because the village government has not established specific policies and efforts for SAD Ccommunity. The impact of the empowerment carried out by the village government on the lives of the village community and Tenggalung Hamlet, Pinang Tinggi village, Bahar Utara District not been optimal, because the SAD community only feels the environmental impact, while the social and economic impacts have not been felt.
