Abstract :
ABSTRACT Backround: It is known that the volume of waste in Muaro Jambi Regency has increased to 259.4 tons, and as much as 360.9 tons of waste was recorded in February and in March 2023 there were 492 tons of waste volume in Muaro Jambi Regency. Therefore. The Environmental Agency (DLH) must be agile in handling waste in Muaro Jambi Regency. The purpose of this study was to analyze the management of temporary waste storage in Muaro Jambi Regency. Methods: The type of research used is qualitative research with an analytic survey approach. The research site was at the Environmental Service of Muaro Jambi Regency and at the Community Self-Help Group of Muaro Jambi Regency. Data collection in July-August 2023. Research informants were determined using purposive sampling. The research variables are planning, Do, Check, Act. Data collection techniques with in-depth interviews, document review, documentation. The data analysis technique is thematic analysis. The validity of the research data is source triangulation. Results: The variables of planning and implementation have been carried out, the variables of checking there is funding and the use of Personal Protective Equipment during waste management have not been fully implemented and the action variables have not been fully implemented in the evaluation section, the availability of officers, and the maintenance of infrastructure. Conclusion: There are work programs and cooperation of other agencies for the management of Temporary Waste Shelters that are not sufficient for management personnel, the funding for waste management of Waste Shelters has not been fully fulfilled, especially wages / salaries for waste collection officers and members of the Self-Help Group because the performance given and the salary received are not proportional to the performance given, time management has been carried out but has not been effective and efficient because not all waste is transported to the end, The use of Personal Protective Equipment has not been fully implemented because there are still officers who do not wear Personal Protective Equipment when transporting or managing waste in the Temporary Waste Collection Site of the Muaro Jambi Regency and There is an evaluation carried out by the Environmental Service and the Village to find out the progress and problems that occur in the field which is carried out every two to three months. Keyword: Environment department, community self-help groups, Temporary waste disposal site, 3R waste disposal site ABSTRAK Latar Belakang : Diketahui bahwa volume sampah di Kabupaten Muaro Jambi mengalami kenaikan mencapai 259,4 ton, dan sebanyak 360,9 ton sampah tercatat di bulan februari dan pada maret 2023 ada sebanyak 492 ton volume sampah di kabupaten muaro jambi. Oleh karena itu. Dinas Lingkungan Hidup (DLH) harus gesit dalam melakukan penanganan sampah di Kabupaten Muaro Jambi. Tujuan penelitian ini adalah Menganalis Manajemen Pengelolaan Tempat Penampungan Sampah Sementara Kabupaten Muaro Jambi. Metode Penelitian : Jenis penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan survei analitik. Tempat penelitian di Dinas Lingkungan Hidup Kabupaten Muaro Jambi dan di Kelompok Swadaya Masyarakat Kabupaten Muaro Jambi. Pengumpulan data pada Juli-Agustus 2023. Informan penelitian ditentukan dengan menggunakan purposive sampling. Variable penelitian yaitu planning (perencanaan), Do (Melakukan), Check (Pengecekan), Act (Tindakan). Teknik pengumpulan data dengan wawancara mendalam, telaah dokumen, dokumentasi. Teknik analisi data yaitu thematic analysis. Keabsahan data penelitian adalah triangulasi sumber. Hasil penelitian : Variable perenanaan dan pelaksanaan telah terlaksana, variable pengecekan terdapat pendanaan dan pemakaian Alat Pelindung Diri pada saat pengelolaan sampah belum sepenuhnya terlaksana dan varibale tindakan belum sepenuhnya terlaksana pada bagian evaluasi, ketersediaan petugas, dan pemeliharaan sarana-prasarana. Kesimpulan : Terdapat program kerja dan kerja sama instansi lain untuk pengelolaan Tempat Penampungan Sampah Sementara belum mencukupi untuk ketenagaan pengelola, belum sepenuhnya terpenuhi pendanaan pengelolaan sampah Tempat Penampungan Sampah terutamaupah/gaji untuk petugas pengangkut sampah dan anggota Kelompok Swadaya Masyarakat karena kinerja yang diberikan dan gaji yang diterima tidak sebanding dengan kinerja yang diberikan, manajemen waktu telah terlaksana tetapi belum efektif dan efesien karena tidak semua sampah diangkut sampai habis, belum sepenuhnya terlaksana pemakaian Alat Pelindung Diri karena masih ada petugas yang tidak memakai Alat Pelindung Diri disaat melakukan pengangkutan ataupun pengelolaan sampah di Tempat Penampungan Sampah Sementara kabupaten muaro jambi dan Terdapat evaluasi yang dilakukan oleh Dinas Lingkungan Hidup maupun Desa untuk mengetahui
