Abstract :
The purpose of this thesis research is to find out and analyze the protection of victims of minor criminal acts of abuse through compensation and restitution in resolving restorative justice due to the perpetrator's inability to pay compensation.The formulation of the problem in this research is: How to regulate victim protection through compensation and restitution in resolving criminal acts of light abuse based on Restorative Justice, What is the criminal law policy regarding the protection of victims of criminal acts of light abuse based on Restorative Justice. The research method used in writing is normative with a statute approach and Conceptual approach (conceptual approach).The results of the research show that the provisions for the protection of victims of crimes of light abuse regarding the provision of compensation and restitution are not included in existing laws and regulations due to the limited and narrow scope of the types of criminal acts as well as inconsistent execution of compensation by the state in restoring victims' rights. according to restorative justice. So criminal law policy is needed through reforming concrete and firm law enforcement regarding sanctions for perpetrators of crimes of light abuse who do not pay restitution in resolving restorative justice and the state participates by establishing funding institutions to provide restitution and compensation as legal protection for victims of criminal acts in achieving restorative justice.
