Abstract :
The objective of the research is to find out how the performance optimization of State Civil Apparatus toward the public service of the Lembo Sub-district office, Morowali Utara regency and factors influencing on. The method of the research is used survey method and descriptive type of the research. The techniques of data collection are observation, interview and documentation. The data is analyzed qualitatively by explain or description of data. The finding of the research obtains that performance optimization of State Civil Apparatus toward the public service in Lembo sub-district office of Morowali Utara regency is not maximal. The implementation of public service based on theory of Maxwell is not maximal. The factors influencing the human resource of State Civil Apparatus in Lembo sub-district office is low. The lack of Civil Apparatus skill about the duty, function and kinship is still influenced.
