Abstract :
Peningkatan kualitas pelayanan publik kini menjadi sorotan penting di
Indonesia, dimana dibutuhkan pelayanan yang lebih cepat, lebih mudah, dan
tentunya lebih terjangkau. Hal ini dapat diwujudkan melalui Mal Pelayanan
Publik (MPP) secara terpadu dan terintegrasi antara pemerintah daerah dengan
kementerian, lembaga, badan usaha negara (BUMN), badan usaha (BUMD)
dan perusahaan swasta. Seperti halnya Keputusan Presiden Nomor 89 tentang
Penyelenggaraan Pelayanan Publik semakin menunjukkan tingginya tingkat
urgensi akan hal ini. Sebagai salah satu kabupaten di Sumatra Selatan, Musi
Banyuasin tentunya perlu untuk segera memiliki Mal Pelayanan Publik sebagai
wadah dalam peningkatan kualitas pelayanan terhadap masyarakat dan
diharapkan dapat meningkatkan jumlah investor yang dapat meningkatkan
roda perekonomian di Musi banyuasin. Mal Pelayanan Publik Kabupaten Musi
Banyuasin ini dirancangan dengan pendekatan desain universal dengan konsep
arsitektur simbolis. Konsep ini diterapkan untuk menjawab kebutuhan
masyarakat terhadap pelayanan publik yang lebih prima dari segi aksesibilitas,
alur pelayanan, serta fasilitas yang menunjang kegiatan di dalamnya. Tapak
dengan pemisahan massa yang berbeda sesuai dengan kebutuhannya
mempertimbangkan kemudahan aksesibilitas dan tingkat privasi yang berbeda.
Arsitektur simbolis mempertimbangkan dan berusaha mengangkat kebudayaan
yang ada di Musi Banyuasin denggan menggunakan motif gambo serta
dominan warna coklat khas getah gambir. Bangunan ini juga didukung sistem
utilitas yang mempertimbangkan kebutuhan, keamanan, dan kenyamanan
terkait pelayanan publik berupa utilitas pemipaan air, proteksi kebakaran, tata
udara, sistem listrik, sistem keamanan, dan sistem penangkal petir.
Improving the quality of public services is now an important focus in Indonesia, where services
are needed that are faster, easier, and of course more affordable. This can be realized through
integrated and integrated Public Service Malls (MPP) between local governments and ministries,
institutions, state enterprises, business entities, and the private sector. Like the President of the
Republic of Indonesia who has issued Presidential Decree Number 89 concerning the
Implementation of Public Services, it is increasingly showing the urgency of this matter. As one
of the districts in South Sumatra, Musi Banyuasin certainly needs to immediately have a Public
Service Mall as a forum for improving the quality of service to the community and it is hoped that
this will increase the number of investors who can improve the wheels of the economy in Musi
Banyuasin. The Musi Banyuasin District Public Service Mall was designed using a Universal
Design approach with the concept of symbolic architecture. This concept is applied to answer the
community's need for more excellent public services in terms of accessibility, service flow, and
facilities that support activities within it. Sites with different mass separation according to their
needs considering the ease of accessibility and different levels of privacy. Symbolic architecture
considers and tries to elevate the culture in Musi Banyuasin by using gambo motifs and the
dominant brown color typical of gambir sap. The utility system in buildings takes into account the
needs, security, and convenience related to public services to the availability of plumbing utilities,
fire protection, air conditioning, electrical systems, and lightning protection systems. services with
the presence of a plumbing system, ventilation system, fire protection system, garbage sanitation
system, and other utility systems that consider ease of management.
