Abstract :
The objectives of this study are (1) Knowing the description of human resources, technology, law the process of implementing goods / services in the procurement of goods / services bureau Regional Secretariat of NTT Province (2) Analyzing the influence of human resources on the process of procurement of goods / services at the bureau procurement of goods / services Regional Secretariat of NTT Province (3) Analyzing the influence of Technology on the process of procurement of goods / services in the goods / services procurement bureau of the Province of NTT (4) Analyzing the influence of Technology on the process of procurement of goods / services in the goods / services procurement bureau NTT Province. This study uses quantitative data types and primary data sources using a list of statements (questionnaires). The population in this study amounted to 99 people and sampling by simple random sampling or simple random samples amounted to 50 people. This data is processed using descriptive statistical analysis and inferential statistical analysis. The analytical tool used in this study is SMART Partial Least Square (PLS). Based on the results of the descriptive study, it is explained that the variables of human resources are categorized quite well, the technological variables are in a very good category, the legal variables are in the good category and the variables of the procurement of goods / services are in a very good category. Bootsrapping results show that human resource variables do not have a positive relationship and have a significant effect, techno-logical variables and legal variables have a positive and significant relationship to goods / services inhibiting factors. R-Squre value is 0.657 which means 65.7% inhibitory variables procurement of goods / services is influenced by variables of human, technological and legal resources.
