Abstract :
In the 1945 Constitution of the Republic of Indonesia Article 31 paragraph 3, the government is responsible for providing proper education without charging fees that can be realized in the form of scholarships. Kupang State Polytechnic provides several scholarships, one of which is scholarships for outstanding students but who are underprivileged, these scholarships can help ease the cost burden of students who get them. To obtain the scholarship, it must comply with predetermined criteria, such as the amount of parental income, number of dependent parents, number of siblings, average value, percentage of student attendance, level of activity in lectures and physical condition of the house. Constraints in the scholarship acceptance process are the difficulty of determining scholarship recipients, due to the large number of prospective scholarship recipients who meet the same criteria while the quota for scholarship recipients is set at only ten people, and the absence of digitalization that can assist in determining scholarship recipients quickly and accurately. Based on these problems, TOPSIS method can assist the campus in determining scholarship recipients according to predetermined criteria. The system development method used in building this application is the waterfall method. The programming language used is PHP and MySQL database storage media. With the application, it can help the campus in determining scholarships for the underprivileged but achieving on target and efficiently.
