Abstract :
This research is entitled: The Role of Employment BPJS Facilitators for the Protection of Informal Sector Workers (Case Study of Grab Bike in Kupang City in 2021). The issues raised are: how is the implementation of informal sector worker protection through employment social security for Grab Bike drivers in Kupang City and what is the role of the facilitator organized by BPJS Employment to increase the number of Employment BPJS members for the protection of Grab Bike informal sector workers in Kupang City. The purpose of this study was to find out the implementation of informal sector worker protection through employment social security for Grab Bike drivers in Kupang City and to find out the role of facilitators organized by BPJS Employment to increase the number of Employment BPJS members for the protection of Grab Motor informal sector workers in Kupang City . The benefits of this research are as input for continuing to make efforts to improve either in performance or the programs implemented and provide information, especially regarding labor protection through social security for grab bike drivers. This study used descriptive qualitative method. The sample was determined using a purposive sampling technique. Source of data in the form of primary and secondary data. The data is analyzed qualitatively to describe the implementation of informal sector worker protection through employment social security for Grab Bike drivers and the role of facilitators by Employment BPJS to increase the number of Employment BPJS members for protection of informal workers, especially Grab Bike. The variable in this study is the facilitation. Facilitation are defined as socialization activities/institutionalization of labor protection policies and or programs in accordance with the provisions of program participation regulations and program participation procedures by Employment BPJS. Based on this definition, several indications are used, namely: program conception; profit/benefit; obligations and rights; guiding the target group and directing the target group. From the results of the analysis it can be concluded that Employment BPJS runs 4 (four) programs mandated in laws and government regulations. The programs in question are: Old Age Security, Work Accident Insurance, Death Insurance, Pension Insurance, and Job Loss Insurance. The advantages/benefits of these programs can provide protection for informal workers, especially Grab Motor. However, there needs to be participation or a form of obligation on the part of the Grab Bike workers to continue paying dues. In order to maintain good cooperation, BPJS Employment always directs and guides the target group, especially Grab Bike workers, by conducting outreach activities to provide valid information. Because of this, it is recommended to the government through the NTT branch of the Employment BPJS to continue to optimize all programs that have been established to provide protection for both formal and informal workers. In addition, for informal workers, especially PT. Grab should always provide information for Grab Bike workers and also cooperate well with the NTT branch of the Employment BPJS, in providing socialization regarding the protection of both formal and informal workers.
