Abstract :
Pada tahun 2013, berdasarkan Peraturan Daerah Nomor 9 Tahun 2013, Biro Humas Setda Provinsi Nusa Tenggara Timur dibentuk kembali setelah sempat dilebur ke Dinas Kominfo, Biro Organisasi dan Biro Umum. Dalam penelitian ini, ingin diketahui mengenai bagaimana implementasi dari peran humas pemerintah pada Biro dan factor ? factor yang mempengaruhi Biro Humas dalam melaksanakan perannya sebagai Humas Pemerintah Provinsi NTT. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data dilakukan dengan triangulasi (gabungan antara wawancara, dokumen, dan observasi). Untuk mengukur implementasi dari peran humas pemerintah pada Biro Humas, peneliti menggunakan konsep peran Humas seperti yang terdapat dalam PERMENPAN dan RB Nomor 30 Tahun 2011. Hasil Penelitian menunjukkan bahwa implementasi peran Humas pemerintah dalam Biro Humas Setda Provinsi NTT belum optimal. Implementasi peran Humas pemerintah dalam Biro Humas Setda Provinsi NTT dipengaruhi oleh tiga factor, yaitu Sumber Daya Manusia (SDM), anggaran, serta sarana prasarana./ In 2013, based on Local Regulation No. 9 of 2013, the Bureau of Public Relations Secretariat of East Nusa Tenggara Province was re-established after being merged into the Department of Communication and Information, Bureau of Organization and General Bureau. This study, aimed to know about how the implementation of the government public relations role at the Bureau and the factors that affect the PR Bureau in carrying out its role as ENT Provincial Government Relations. This study used a qualitative approach to data collection which conducted by triangulation (a combination of interviews, documents, and observation). To measure the implementation of the role of government public relations at the Public Relations Bureau, researchers used the concept of the role of PR as contained in PERMENPAN and RB No. 30 of 2011. The result showed that the implementation of government's role in the Bureau of Public Relations Public Relations Secretariat of the ENT province has not been optimal. Implementation of the government?s role in the Bureau of Public Relations Public Relations Secretariat of the ENT province is influenced by three factors, namely the Human Resources (HR), budgets and infrastructure.
