Abstract :
Smart city is a concept of city development by local government with modernization of public service system in a certain field based on science and technology development. Numbers of development projects discussions are not complied with the assessment of legal basis. After Bandung elected to represent Indonesia as the finalist of World Smart City Awards in 2015, many cities in Indonesia are competing to create their respective smart city. Based on Article 28 C Paragraph (1) and Article 28 F The 1945 Constitution of the Republic of Indonesia, constitution had legalize key words for smart city concept which are "Information Access" and "Utilization of Information and Communication Technology". Furthermore it needed to But it needs to be fathomed, whether the regulation of smart city concept is adequate and in compliance with the concept of "regional innovation" as regulated in the Law on Regional Government. The purpose of the research is to know the regulation of smart city administration in several cities (Jakarta, Bandung, Bogor, Yogyakarta, and Makassar) and their compatibility with the concept of regional innovation. This research might be useful as reference for local regulation of other municipalities, and ensure that the rights of local people are not harassed.
