Abstract :
Agrotourism is a tourism activity by making agriculture a tourist attraction. Jember, East Java is one of the areas of Indonesia that has the opportunity to be developed into an agro-tourism place. This research to identify and analyze internal factors (strengths and weaknesses) and external factors (opportunities and threats) as well as formulate strategies for empowering dragon fruit farmers for agro-tourism development through analysis of Strengths, Weaknesses, Opportunities and Threats (SWOT) and Quantitative Strategic Planning Matrix (QSPM) as the identification of the appropriate strategy. The method used in this research is descriptive quantitative with purposive sampling technique. The results showed that the environment of farmers and agro-tourism was in cell V in the IE matrix which means the stages of keep and maintain. The strategic priority obtained from the 7 alternative strategies in the QSPM is spesial taste of the product and maintaining the cultivated land so that consumer loyalty is maintained with the highest TAS value of 3.19, and for the second priority the strategy is to join farmer group organizations so that they can socialize with other farmers to make it easier to solve problems and be able to compete with new innovations with a TAS score of 3.13.
