Abstract :
Zakat has many benefits and one of the uses of zakat funds is for community empowerment by means of community skill development training which aims to shape individuals and communities to become independent. The purpose of this study is to analyze the level of suitability of the implementation of community empowerment programs and provide recommendations for strategies that can be used to achieve the quality of implementing community empowerment programs at the Amil Zakat Rizki Jember Institute. The method used in this research is Evaluation of Context, Input, Process, Product (CIPP) and Interpretative Structural Modeling (ISM). The results of the CIPP analysis show that the level of program suitability in the Context, Input, Process, Product aspects has a high category. The results of the strategy analysis in the implementation of the community empowerment program at the Amil Zakat Rizki Jember Institute were carried out on the five elements needed in the program showing different levels of each element, where the five elements are elements of the affected community sector, elements of the needs of the program, elements of the main obstacles, elements of the objectives of the program, elements of the institutions involved.
